Monongalia County commissioners redistribute $1.07 million carryover in revised FY25 budget

Monongalia County officials approved a revision to the fiscal year 2025 carryover on July 23 after the county realized an additional $1,072,001.51 in revenue. County Administrator Reneta McClour told commissioners the county had planned for an $11,500,000 carryover but actual collections increased that amount, producing the surplus.
McClour said the commission will use the additional funds to restore and add specific line items: $111,510 to restore two vacant county clerk positions; $15,000 for a ConnectWise IT subscription; $67,000 to cover school safety officer expenses at Saint Francis (to be reimbursed); $152,000 to accelerate payoff of fleet leases after switching fleet management companies; $82,000 to continue the Alpine Road orphan road project; and $250,000 for a parks capital amenity at Mason Dixon Historical Park. McClour also said the county moved a portion of funds into contingency accounts to reflect late revenue variances.
McClour attributed the larger-than-expected carryover mainly to increased tax receipts in the final month of the fiscal year, saying the county realized roughly $1.0 million more in tax revenue than projected. After discussion, a motion to approve the revised budgets as presented passed unanimously.
The revision was presented as a one-time redistribution of carryover funds and did not enact new recurring programs. Commissioners directed staff to record the budget changes and continue routine reporting on expenditures and reimbursements.
