Portsmouth council adopts multiple small grants for social services, police and housing programs

Portsmouth City Council unanimously approved ordinances Wednesday accepting and appropriating several FY 2026 grant awards for city programs, the clerk read.
The council voted 7-0 to accept $9,248 from the Virginia Department of Social Services for the Family Preservation and Support program and appropriate the funds in the FY 2026 Social Services Fund.
Council members also approved a three-part ordinance accepting a Byrne/JAG (Justice Assistance Grant) award of $30,663 from the Virginia Department of Criminal Justice Services, appropriating it in the FY 2026 grants fund and transferring $10,221 from the asset forfeiture fund to serve as the local match for police department equipment, supplies and technology. The ordinance language was read by the clerk and the council adopted it by a recorded 7-0 vote.
Separately, the council accepted $26,700 in HOME Investment Partnership program income and appropriated it to the FY 2026 Community Planning and Development Program Fund. The council also approved $42,064.08 in Centerra Cares grant funds from the Tidewater Emergency Medical Services Council, Inc., to be appropriated in the fire/rescue emergency services category of the FY 2026 general fund budget for Portsmouth Fire Rescue Emergency Services to acquire, store, dispense and properly dispose of medication.
Why it matters: the grants fund social-services interventions, housing-related program income and police and emergency-medication capabilities in FY 2026; the Justice Assistance Grant includes a local match drawn from asset forfeiture funds.
Procedure and vote: all four appropriations and the transfer passed by recorded votes of 7-0, according to the clerk’s announcements. No amendments were proposed during the meeting.
Taper: Council took these votes during the city manager’s report and new business; staff will implement the appropriations through existing departmental budgets and grant-administration processes.
