The Buildings, Food Service and Transportation Committee recommended the district approve and accept proposals from Michael Blanchard Incorporated for kitchen equipment repair services and refrigeration equipment repair services.
Committee materials say both proposals cover the period Aug. 6, 2025, through June 30, 2026, with four one-year renewal options. Funds for both contracts were listed as coming from the Child Nutrition Fund. The vendor listed in the proposal is Michael Blanchard Incorporated, 314 South Hollywood Road, Houma, Louisiana 70360.
During committee discussion a board member asked why the district used a proposal process rather than a bid. A staff presenter, Miss Dugal, explained, “These are services. So services, you're not required to do a bid. You could do a request for proposals,” and said the process permits evaluation on criteria beyond price.
Motions to approve were moved and seconded during the meeting; no objections were recorded in the committee minutes as provided.
The transcript includes questions from board members seeking confirmation that fire-extinguisher/hood-service contracts are separate and that the refrigeration and kitchen repair services are being procured through a services RFP process rather than a traditional bid.
