Board rejects all bids for welding supplies, orders re‑advertisement

The Terrebonne Parish School Board on July 17 rejected all three bids received for career-and-technical welding supplies after staff reported the submissions were nonresponsive to the bid instructions. The board authorized the purchasing department to re‑advertise the solicitation.

Purchasing representative Ali Dugas told the board the bids failed on technical compliance: some companies did not use the required bid form, one bid lacked an authorized signature and two did not acknowledge an addendum. "When you don't follow directions, you have to reject their bids," Dugas said, explaining that Louisiana public bid law requires strict adherence to bid procedures.

Board members discussed the effect on program operations. Dugas said the solicitation covered primarily consumable line items — "probably about maybe 240 line items" — and that the purchasing department must re‑advertise for materials and supplies for at least 15 days. She said the delay "shouldn't hold anything up" because the district can obtain quotes from vendors for any urgent needs before the re‑advertisement concludes.

Board member Charles Ford voiced support for holding bidders to a higher standard and asked what kind of equipment was at issue. Dugas said the list primarily covered welding supplies and some larger equipment but that many items are consumable and purchased annually. Ford and other board members suggested outreach to local community colleges and potential local donors as alternative sources for consumables or equipment.

Dugas said rejected bidders may resubmit on the re‑advertised solicitation and that rejection letters will specify reasons so vendors can correct deficiencies. The board motion to reject the bids and re‑advertise was seconded and passed with no recorded opposition.
