Sam Thomas, Development Coordination, presented REZ‑02/1955 (transcribed REZ‑25‑55), a request to rezone 2318 West North B Street from RM‑16 to a planned development for two semi‑detached units. Development Coordination and Planning Commission staff said the PD would provide a transition in intensity between commercial uses to the south and single‑family development to the north and noted the site incorporates design elements such as front entrances oriented toward West North B Street, alley access and a 17‑foot front setback that allows tree protection.
Planning staff (Danny Collins) said the PD is compatible and supports compact urban form near transit corridors and that the proposal advances the city’s housing strategy for urban villages. Applicant representative Steve Michelini said the design will preserve several pine trees where feasible and that proposed garages measure 19.5 by 22 feet deep; the applicant said drive aisles allow the required maneuvering space and that the project meets parking code.
A nearby resident, Riley Fakowski, testified in opposition citing loss of privacy from taller buildings, changes to neighborhood character and concern about on‑street parking and traffic. The applicant responded that vehicle access is from the alley, that driveways provide approximately 18 feet of depth for visitor parking, and that the project meets code for parking and setbacks. Council voted unanimously to approve first reading; second reading and adoption were scheduled for Aug. 28.
