Sam Thomas introduced REZ‑25‑46, a planned‑development rezoning request for 1901 West Platt Street and 211–213 South Fremont Avenue to permit three structures and a total of 14 single‑family attached units. Development Coordination staff said the proposed project provides pedestrian connections, two drive aisles and the required number of parking spaces (32 required and provided) but also noted the site plan showed 288 square feet of green space per unit versus the 350 square feet per unit requirement.
Planning staff (Danny Collins) said the site spans two land‑use designations (CMU‑35 on the south portion and Residential‑20 on the north) and is within a mixed‑use center and corridor, where pedestrian orientation and street‑facing design are emphasized. Staff advised that certain elements of the proposed site plan—particularly Units 6–9 facing the alley and lack of a continuous north‑side sidewalk—did not fully meet mixed‑use center and corridor policies and concluded the request was inconsistent with the comprehensive plan for those reasons.
The applicant’s architect (Ralph Schuler) and counsel presented design work showing that most units present a three‑story street façade, that alley‑facing units have pedestrian connections at two locations, and that rooftop gardens and balconies provide outdoor space. The architect said the project primarily reads as three stories from the street with only the central portion rising to a fourth story and that adjustments were made to preserve trees and meet site constraints.
Council considered staff recommendations and asked for site‑data corrections and binding notes. The council approved the first reading motion that included a revision sheet, corrected the site data table to reflect 20‑by‑20.5 (corrected from a transcribed 9x18) garage size, added a note to make the presented elevations schematic but binding between first and second reading, and specified where the 45‑foot maximum building height (fourth story) could occur. The motion passed unanimously; second reading and adoption were set for Aug. 28.
Planning staff noted the project will need a site note indicating use of LU policy 5.1.6 if the applicant is proportionally weighing density across the site, and that any modifications on the revision sheet must be completed prior to second reading.
