County HR staff and the sheriff's office presented the proposed policy to the commission, explaining that the grant covers voluntary, short-term resiliency services for public-safety employees in corrections, patrol and dispatch. The policy clarifies that participation is voluntary, that the program is not intended to change operational detention or bail processes, and that third-party EAP (employee assistance program) services will be available for short-term consultations. If Frasier Clinical determines an employee requires longer-term care, the provider can refer them to in-network providers who may use regular health insurance benefits.
Frasier Clinical proposed two contracting options: a pay-per-use arrangement or a monthly retainer. Based on Frasier's usage history, county staff recommended starting with a pay-per-use model (estimated at roughly $5,000 a year based on 11 expected visits) and assessing demand before considering a retainer. Commissioners approved the resiliency policy and authorized the administrator to execute a one-year contract with Frasier Clinical, using the $22,500 grant funds to pay for services.
