District to review Medicaid billing MOU with NWREC No. 2 after staff requests; participant list deadline noted

Taos Municipal Schools staff proposed a memorandum of agreement July 23 with Northwest Regional Educational Cooperative (NWREC) No. 2 to perform Medicaid (Title XIX) billing, provider compliance checks and quarterly administrative claims. The district said missed submissions in prior quarters had left reimbursement uncollected.
Lolly Patino of NWREC No. 2 described the cooperative’s services: verifying provider licensure, maintaining participant/provider lists, performing billing through a third‑party portal (Civic Solutions/MaxCapture) and submitting quarterly Medicaid administrative claims. Patino said NWREC works with multiple districts, provides training and handles remittance and cost‑pool reporting. She described a typical fee model that deducted administrative and billing percentages from Medicaid receipts and said NWREC includes training for district staff to sustain compliance.
District officials said they had identified gaps in prior submissions and worried about lost reimbursements; they asked the board for time to allow the new exceptional programs director to reconcile provider lists and for finance staff to help submit the required participant list by the state deadline (the presenter noted the submission window that quarter). Secretary Trujillo and other board members said they wanted the entire board to review the memorandum and recommended legal procurement and contract review. The board tabled the MOU to the next meeting so the absent members can review the agreement and staff can confirm the participant list and coordination with finance.
NWREC representatives said the service typically yields recoveries that exceed the administrative fee and that the cooperative already works with eight districts; NWREC offered to train the district’s new director and to help recover missed Medicaid reimbursements once the participant list and provider data are in place.
The board directed staff to coordinate with finance and legal, confirm the participant list submission timing, and bring the MOU back for full board consideration.
