The Meriwether County Board of Commissioners voted July 22 to leave Meadows Boone Road open and allow the adjacent property owner to upgrade the roughly 635-foot segment to county standards at his expense, with county maintenance to restart only after public works approves the work and the owner signs a waiver and indemnity agreement. The decision followed a public hearing at which staff explained the road "was formally never closed by the board, and so it's still considered a public county road," and presented two options: formally close the road, or allow the owner — who offered to pay to bring the road up to spec — to make improvements and then return the road to the county maintenance system. The owner, Herbert Crawford, was not present. County staff recommended supporting the owner’s proposal, saying the road currently ends at a creek, serves no through traffic and does not affect emergency services; public works confirmed the road does not provide access to other properties. A presenter for the owner had asked to speak in favor and several area residents signed support forms during the hearing. Commissioners discussed liability concerns for private work on county right of way and asked counsel about protections. The county attorney and staff advised the board that an agreement could include insurance and indemnity provisions to reduce county exposure. The board directed staff to prepare an indemnity/waiver and insurance requirements before the county assumes maintenance. A motion to leave the road open, allow the property owner to bring it to county standards subject to approval by the public works director and to require a signed waiver and indemnity agreement was moved, seconded and passed by the board. The board and staff noted potential future action if the owner fails to complete the improvements: the county may consider closing the road at a later date if maintenance obligations are not met. Less critical details: staff noted the property owner has indicated a plan to develop multiple large lots on the parcel, which could increase tax revenue if the road is accepted back into the county system. County ordinance references for consideration of road abandonment and closure were cited by staff during the hearing.
