The San Juan City Commission convened an executive session under Section 551.071 of the Texas Government Code to consult with its attorney on three legal matters: legal issues related to Noche De Paz; matters concerning the review committee for the city manager vacancy; and an excavation permit application from GST Underground Telecommunications Services LLC for installation of excess fiber cable.
The commission entered executive session at about 6:49 p.m. and returned to open session at 7:26 p.m. On reconvening, the presiding officer moved to take actions "as discussed in executive session" on the first two matters; both motions were seconded and carried on voice votes. For the third matter concerning GST Underground Telecommunications Services LLC, the commission reported it was taking no action at that time.
Because the detailed discussions were held in executive session and are protected under the cited statute, the public record released at the meeting contained only the procedural outcomes: motions made consistent with executive-session discussions for items A1 and A2, and no action for A3. The commission did not disclose the substance of the attorney consultation in open session.
