Council adopts revised AFSCME salary schedule and retroactive effective date

Council adopted Resolution No. 022-2025 to modify the effective date of the salary schedule for AFSCME rank-and-file employees and implement a 2.5% cost-of-living increase (COLA) effective July 1, 2025, with retroactive adjustments to July 1, 2024 where needed.
The City Council on July 23 adopted Resolution No. 022-2025 amending the effective date of the salary schedule for employees represented by the American Federation of State, County and Municipal Employees (AFSCME) rank-and-file unit and adopting a revised salary schedule that implements a 2.5% cost-of-living increase effective July 1, 2025. Staff said the council was being asked to retroactively apply the salary schedule to July 1, 2024 to align pay adjustments with negotiated terms in the MOU and to process required administrative CalPERS reporting. The 2.5% increase was included in an MOU previously approved by the council; CalPERS regulations require public approval of the standalone salary schedule document when updates occur. Council approved the resolution by motion and roll-call vote with all present members voting yes.
