The City Council on July 23 approved plans and awarded a construction contract for pedestrian-safety improvements along Norwalk Boulevard to Elecnor Belco Electric Inc. The low bid for construction was $303,313; the project is supported by a $350,000 state grant from Caltrans’ Highway Safety Improvement Program (HSIP) cycle 12. Public Works staff said the project, designed during the 2024–25 fiscal year, will install a high‑intensity activated crosswalk (HAWK) signal at Norwalk Boulevard and 216th Street, remove select existing crosswalks to consolidate pedestrian crossings, and add signal poles, controller cabinet, conduit, pavement markings and signage along the corridor between 214th Street and Tilbury Street. Staff noted they received four bids and recommended the lowest responsive bidder, Elecnor Belco Electric, for the $303,313 contract. Construction schedule will follow procurement of signal poles, which staff said typically require three to six months for delivery. The council approved the plans and the contract award by roll-call vote with all present members voting yes.
