District outlines federal funding status, Title allocations and one‑year EL instructional coach reassignment

Dr. Langford said the district is managing liquidity by carrying a federal‑funds reserve and by using allowable carryover while state and federal offices finalize grant rules.
Dr. Langford and central staff explained that the district usually submits expenditures and receives reimbursements, requiring a positive cash balance in federal accounts; the district increased that liquidity requirement during COVID and now maintains funds to avoid a negative position while waiting on reimbursements.
On staffing, Dr. Langford described a one‑year reassignment: the EL instructional coach was temporarily moved to Hendersonville High School to provide concentrated support to that large faculty this year because of late leadership hiring and to avoid a chain of internal reassignments that would pull teachers from classrooms in July. Dr. Langford said the move is for one year and the coach would have the option to return to the EL coach role at year end.
Board members asked about the number of EL teachers and students. Dr. Langford cited growth from about 21 EL teachers in 2018 to 58 EL teachers and from about 660 to about 1,900 EL students, noting the district has moved toward placing EL teachers at individual schools to better support tier‑one instruction.
No board action was required beyond routine budget amendments approved elsewhere on the agenda; staff said they will continue to monitor federal agency guidance and update the board in August.
