Council OKs $6,500 pre-construction services with Rigdon Construction for park bond projects

The Town Council approved a $6,500 contract with Rigdon Construction to provide pre-construction services for upcoming park bond projects. Town Manager Ryan said Rigdon (formerly Edwards Rigdon) has worked with the town previously on town hall, park shelters, a salt barn and a maintenance building, and that the $6,500 covers the first phase of pre-construction work. The manager said Rigdon will convert plans into bid packages, help advertise work to contractors, break larger projects into trade-specific bids when beneficial and participate in project meetings. He said the town will return for a second authorization later if it seeks Rigdon’s construction-manager-as-advisor and inspection services. Ryan identified Brett Bangle of Rigdon as the proposed project manager and noted Bangle’s experience as a former parks director in Plainfield. The council voted by roll call to approve the pre-construction services contract. Why it matters: the pre-construction work is intended to support procurement and price discovery for roughly $4 million in park bond improvements and to assist town staff who lack deep construction experience. The contract will fund bid preparation and contractor outreach; formal construction management services and inspection will be considered as a later, separate approval.
