Board asks staff to review bullying investigation practices, district collected 205 community responses

The Flagler County School Board on July 22 approved the code of student conduct and asked the superintendent and staff to conduct a comprehensive review of the district’s bullying investigation practices to assess whether outcomes are applied consistently and to recommend improvements.

A board member asked the superintendent and staff to “conduct a comprehensive review of our bullying investigation practices and focus on the accuracy of the outcomes and effectiveness of past investigations,” specifically to examine whether outcomes are consistent and whether the application of definitions might leave students vulnerable to ongoing harassment. The request was made during consideration of the code of student conduct approval (agenda item 16.01).

District staff described the planned review as data driven. The staff representative said the district began collecting input in March using a Google form shared with school stakeholder groups and PTOs and performed a final community push two weeks before the meeting; the final tally was 205 responses. Staff said they will provide data on the number of bullying allegations, how many were substantiated or unsubstantiated, and, for unsubstantiated cases, whether the behavior was coded differently (for example, as harassment) and what disciplinary consequences were applied.

Staff said they will also analyze whether students involved in investigations subsequently withdrew or transferred and will present the findings in an informational workshop to the board. The board approved the request to gather and present the information; it did not change the student‑conduct code text at this meeting.
