City staff presented the annual master fee schedule and the council adopted a resolution to update fees and charges for city services, repealing conflicting prior fees and implementing the revised schedule starting Aug. 1. Susie, a city staff member overseeing the fee review, told council that the city reviews each fee annually with department heads and updates employee hourly rates and other cost-recovery elements.
Susie said the city implemented OpenGov to assist in calculating exact employee costs and that individual fee changes reflect actual staff time and salary differences rather than a flat percentage increase. She highlighted a new fee for abandoned and vacant commercial properties that had been approved at prior council meetings and included in the package, and said water and wastewater rates were included for information only and had taken effect July 1.
A council member asked about a substantial tree-permit fee increase; Susie explained the higher fee reflected additional arborist hours that had not been accounted for previously. No public commenters spoke on the item. A motion to adopt the resolution carried on a 5-0 vote.
