Council committee approves $7.5 million FY‑26 appropriation request for Southwest Twin redevelopment site

The committee approved forwarding a resolution to appropriate FY‑26 capital improvement funds for the Southwest Twin redevelopment project. Ashley Cash, director of Housing and Community Development, told the committee the city had already accepted approximately $3,000,000 in CIP funds from prior years and was requesting an additional $7,500,000 for FY‑26 to continue construction of a library, a police precinct and a pavilion on the site. She said the overall schedule anticipates completion of the three buildings by about October 2027, with earlier buildings coming online before that.
Cash said the city was in contract negotiations with the construction manager at risk (Baldwin & Shell) and working with architects (APA) with an early site package expected to begin construction in early August. "We anticipate having an early site package to start construction, within the very early part of August," Cash said.
Councilman Ford Sr. and other members praised the project as long‑sought neighborhood investment and agreed the redevelopment would spur further work along Third Street. The committee voted to send the appropriation forward with a positive recommendation; the motion was moved by Councilman Smiley and seconded by Councilwoman White.
The appropriation will enable continued contracting and early construction work; Cash said negotiations were ongoing for the construction manager at risk and that the project timeline presented in the staff materials shows staggered starts and completions for the precinct, library and pavilion.
