Board approves shared‑services and partner agreements for special education, Head Start and behavioral health

The Lubbock ISD Board of Trustees approved three partner agreements intended to support student services: a shared services arrangement with the Lubbock Regional Day School Program for the Deaf, a cooperative agreement with South Plains Community Action Association (SPCAA) Head Start for preschool diagnostic and educational services, and a memorandum of understanding with StarCare Specialty Health System to support mental health interventions.
The regional day school program item authorizes an increase in the shared‑services arrangement to cover program costs; Lubbock ISD serves as the fiscal agent for the regional program serving multiple counties, staff said. The board approved the item after discussion in the Student Achievement and Engagement committee.
The SPCAA Head Start cooperative agreement, brought forward as an annual item, lets the district provide diagnostic and educational services to preschool‑age children with disabilities in partnership with the Head Start program; Cammie Finger was present for questions. The MOU with StarCare, also an annual partnership item, covers coordination of staff time, outreach, referrals and treatment to identified priority populations.
Trustees also approved a reappointment of Susanna Cisneros to the StarCare board of trustees for an additional two‑year term; the board noted Lubbock ISD serves as a sponsoring agency and appoints members.
All three partnership items were approved by recorded votes. Board members described the agreements as routine annual partnerships that advance services for young children and behavioral health supports.
