Summary
IT Director Duveneck briefed council on 2026 technology priorities: Workday ERP implementation with AVAP, expanded fiber and public Wi-Fi, ARPA-funded infrastructure, and layered cybersecurity including SIEM and AI spam filtering.
IT Director Miss Duveneck presented the 2026 Information Technology budget and a progress report to the Fond du Lac City Council on July 23, 2025, describing ongoing infrastructure projects, an enterprise resource planning (ERP) vendor selection, and expanded cybersecurity measures.
Duveneck said ARPA funds supported fiber expansion, water and wastewater SCADA protections, redundant fiber rings, and public Wi-Fi upgrades on Main Street and at Taylor Park; she said Wi-Fi construction is expected to finish by the end of fall 2025. The city plans surveillance camera deployments at Buttermilk Park in 2026 once fiber is in place. She also said a senior network engineer position is currently vacant and the IT team comprises six professionals plus an intern.
On enterprise systems, the city selected Workday for ERP software and AVAP as the implementation partner; a formal kickoff occurred the week of July 23 with a planned go-live in fall 2026. Duveneck described a multi-department selection and procurement process, said Workday will cover finance, payroll, HR and procurement, and thanked staff and the council for support.
Cybersecurity work cited included a modern SIEM (security information and event management) processing about 1.1 billion logs per month, deployment of endpoint detection and response tools, and an AI-powered spam filter implemented in April that had processed roughly 100,000 emails and blocked approximately 14,500 phishing attempts and 250 malware items per Duveneck—s summary. She told council that endpoint attacks and phishing remain the most common breach vectors and that cybersecurity is an ongoing, organization-wide responsibility.
Duveneck said IT will continue lifecycle replacements, Windows 11 and Office 365 citywide deployments, and planned infrastructure redundancy at fire stations to reduce outage risk. No council vote was taken on the IT budget at this meeting.
Next steps: Workday implementation will proceed through 2025 and into a fall 2026 go-live; IT will continue Main Street Wi-Fi construction through fall and complete planned fiber and security upgrades in 2026.
