Loveland City Council authorized an agreement with KZF Design to complete final design and bidding for the Nisbet Park amphitheater after staff reported the city had secured $951,000 toward an estimated $1,000,000 project.
City staff said the funding package includes approximately $250,000 from the Ohio capital budget and $500,000 from the State of Ohio Land and Water Conservation Fund; staff also referenced a telecommunications easement that was approved earlier and described a $201,000 amount credited toward the local match. Staff said the National Park Service approval for the Land and Water Conservation Fund award was expected soon and that the city had prioritized directing the available funding toward the amphitheater core and related infrastructure so the project can proceed to bid. “If you look back in November, city council took got us to the point where we were able to submit all the funding…we went ahead and did geotechnical survey,” staff said, summarizing prior steps.
Design details presented to council included reconfiguring the stage and seating so the performance area faces the park and downtown business district rather than neighborhoods behind the park, adding deeper step seating to allow performances on the steps, increasing the size of the dance floor, and adding wing walls that serve as seating and sound buffers. Staff described utility and drainage considerations, and said the project design team will determine whether restrooms and sewer laterals require pumps or separate bids for demo and grading. Council adopted Resolution 68, authorizing the agreement with KZF Design, by roll-call vote, 6 to 0.
Staff said if an additional ODNR grant is approved, the city could direct more of the secured funds exclusively to the amphitheater rather than to an expanded walkway; the city also intends to use previously authorized funds held in a special projects account to pay remaining local-match obligations and design costs.
