Council adopts ordinance granting environmental easement to Patriot Engineering for monitoring wells; wells to be removed after work

Loveland City Council adopted Ordinance 64 authorizing the city manager to grant an easement to Patriot Engineering and Environmental Inc. to support environmental work that includes monitoring wells. Council members asked whether monitoring wells placed for that work would be capped and removed when the work is complete; city staff and the environmental contractor confirmed the wells will be removed and items sealed after monitoring is finished.

A council member asked specifically, “Is are those wells going to be capped and removed at the end of the work that they're doing?” City staff responded that they had confirmed with the environmental firm that “once completed, the wells will be completely removed and all items sealed off.” Another council member asked whether the easement would end when the monitoring is finished; staff said the easement language was drafted to allow the city an exit and effectively terminates upon removal and sealing of the wells, noting some monitoring wells may remain in place for extended periods depending on regulatory monitoring needs.

Council adopted the ordinance by roll-call vote, recorded as Ordinance 64 adopted 6 to 0.
