An appraiser from the Cache County Assessor's Office asked the council to approve a $219.41 abatement for the son of a mobile-home owner whose unit near Hyrum Dam was damaged and is no longer livable. The assessor’s representative said the abatement follows office guidelines and will allow the owner to obtain a permit to remove the unit. The council approved the abatement by motion.
The Assessor’s Office also presented a correction for three adjoining parcels in a Providence commercial block. The parcels were recorded in 2011 with 0.25-acre lot values each, but office review showed the parcels’ actual sizes are about 0.06, 0.03 and 0.02 acres with a common parking area of roughly 0.65 acres. County staff said the recording error led to incorrect parcel land values and recommended correcting current notices going forward. The council approved the assessment-roll correction; staff said the action corrected future valuations but did not set a retroactive tax-collection decision, which would require a separate process.
Council members asked whether similar errors might exist elsewhere and whether the county could collect taxes retroactively; Assessor’s Office staff said corrections historically could be applied retroactively (the assessor previously went back five years in similar cases), but no retroactive change was requested by the property owners and the council’s action was limited to correcting future notices. The assessor’s representative said the county will send the corrected notices and follow up with property owners.
The council approved both items in separate motions during the assessment roll correction agenda item.
