Huron hires contractor for District 2 sidewalk repairs; city to bill property owners for unfinished work

Huron — The City of Huron authorized the city manager to enter an agreement with Smith Paving and Excavating Inc. for up to $30,000 to perform sidewalk removal, replacement and edge grinding in District 2 as part of the city’s sidewalk maintenance program.
Resolution No. 47-2025 was placed on the record July 22 after staff described the multi-step inspection and notice process that led to city-contracted repairs. City Manager Hamilton told council the city inspected sidewalks, sent courtesy letters, re-inspected and issued first notices; some residents completed repairs, others have not. ‘‘Tomorrow, final notices will be sent out to the residents, the ones who haven't done the work already. They'll have 30 days to complete that work,’’ Hamilton said.
Hamilton described the enforcement sequence: if property owners do not complete the repairs within 30 days of the final notice, the city will have Smith Paving perform the work on the city's behalf, then invoice the property owner. ‘‘Anyone who doesn't pay the city within 30 days of that invoice, those properties will be assessed over a 4 year period for the work done,’’ Hamilton said.
Council members asked questions about the district map and which streets were included; staff confirmed the packet’s map shows District 2 and identified several peripheral neighborhoods without sidewalks. The resolution authorizes the manager to accept the contractor proposal and execute an agreement not to exceed $30,000 for District 2 sidewalk work.
Council approved the resolution on the record following discussion and the roll-call vote. Staff said the final notices will be mailed the next day and enforcement timelines will follow as presented.
No alternate funding source or grant for the work was discussed in the record; staff described the action as a maintenance program step and enforcement of property-owner responsibilities for sidewalks in the identified zone.
