Kathy Denton, a volunteer with the local rescue organization Kitty City, told the City Commission during public comment that volunteers recovered kittens from a trailer in the Oasis mobile‑home park that lacked electricity, air conditioning and adequate care. “There is no electricity. There’s 3 dogs, 3 ferrets, 2 other cats… the 2 cats were emaciated from lack of food and water,” Denton said. Denton said animal-control officers and police had visited the site and that volunteers returned the kittens to the rescue after neighbors reported the conditions. She asked the commission for guidance on what legal or administrative steps are available to help the animals and the human residents in that situation. City staff responded that Code Enforcement and Animal Control would follow up. The mayor asked Daryl and the director of Code Enforcement to coordinate a response and collect contact information from Denton so staff can investigate and report back. “Let Daryl and DC with code enforcement work on this and get back with you,” the mayor said, and staff directed Denton to leave contact information with city staff. Denton said local rescues offered to board animals temporarily while the situation is resolved. City staff noted they would work with the rescue groups and report findings to the commission, and no formal city action (such as an ordinance change or emergency seizure) was voted at the meeting.
