Council signs updated interlocal agreement giving Dual County a voting seat on communications authority board

Heidi Gillespie, director of the Cheyenne County Emergency Communications Center, asked the council on Aug. 4 to approve an updated local agreement that changes Dual County’s representation on the Communications Center Authority Board from ex officio to a voting member. Gillespie said the Dual County Sheriff will be the designated representative and that Dual County’s governing board signed the agreement last week; the Cheyenne County Commissioners were scheduled to consider the change at their Aug. 4 meeting. Council members voted to approve the updated agreement and the bylaw changes, which also include added signature pages so each jurisdiction can execute the agreement without circulating a single paper copy. Gillespie said the bylaws and agreement amendments are primarily clerical and governance clarifications; the change gives Dual County parity on votes at the authority board going forward. No additional funding or program changes were requested in the amendment. Discussion versus action: the presentation and explanation by the communications center director were informational; the council approved the amended interlocal agreement and the bylaw updates.
