Planning commission approves Country Landing Phase 4 construction plans with stormwater detention changes

The Planning Commission on July 22 approved construction plans for Country Landing Phase 4, a midsection of a previously reviewed preliminary plat. Scott, a representative for St. John Engineering, told commissioners the filing covers the connecting roadway, modification of an existing detention basin and three additional detention basins along the drainage courses. He said the plans manage stormwater and create the lots shown on the submitted grading and construction drawings. Staff and the commission's independent engineer reviewed the plans. Commissioners referenced an independent review by Bob Beard of Cookeville and county staff said the plans met requirements. Planning staff confirmed the engineering consultant and county reviewers found the submission compliant. Commissioner Randy Harold moved to approve the construction plans and Commissioner Sammy Anderson seconded; the motion carried on an affirmative voice vote. Why it matters: The approved construction plans allow the developer to move forward with grading, roadway construction and stormwater infrastructure for Phase 4, which is the middle section of the County Landing subdivision. The plans include specific detention basins and roadway ties to earlier phases. The approval was limited to the construction plans presented; commissioners and staff noted other phases and remaining review items will come forward as subsequent filings.
