City finance staff presented two notices of hearing on July 22: one for the city’s regular budget and one for the land bank budget. The regular budget notice includes a one‑half mill reduction to the city’s mill levy, staff said, and will be published per the budget calendar for a combined notice of hearing to exceed the revenue neutral rate and the budget hearing.
Staff said the land bank notice had already been sent to the Arc Valley News for publication but publication can be stopped if council requests changes. The land bank hearing and adoption are scheduled for 7:00 p.m. on Aug. 12, 2025; the regular budget hearing and adoption are scheduled for 7:00 p.m. on Aug. 26, 2025. Staff described a few minor corrections made to version 2 of the regular budget after a July 8 work session—an erroneously double‑budgeted transfer to the capital equipment fund that netted to zero, corrected IT reallocation formulas, and a handful of rounding corrections.
Council received and filed the notices by motion, 7–0.
Why it matters: The notices set the official public hearing dates and reflect a proposed mill levy reduction. The public hearing is required to consider a budget that would exceed the revenue neutral rate.
Next steps: Publication deadlines were set (combined notice to be sent to the Arc Valley News no later than noon on Aug. 5 for publication Aug. 7), and council will hold the hearings on the dates above.
