Bristol council extends incentive deadline for S and D Hotel through 2027

The Bristol (Va.) City Council on July 22 approved an amendment extending the completion date in the city’s incentive agreement with S and D Hotel LLC from Sept. 30, 2025, to June 30, 2027, council members said. City staff presented the amendment in a staff report. “The amount will stay the same. The build plan stay the same. So far, they have actually completed some site work. Just construction hasn’t taken place yet,” Mac Chapman, city staff, told the council. Councilmembers said they supported allowing the developer more time to finish the project. “We always appreciate investment in the city of Bristol,” Councilmember Farnam said during discussion. The motion to approve the amendment carried on a 3–1 vote: Councilmember Farnam, Councilmember Pollard and Councilmember Nave voted yes; Councilmember Osborne voted no. The motion and the names of the motion’s maker and seconder were not specified in the meeting record. The amendment changes only the project completion date in the existing incentive contract; the agreement’s dollar amount and the approved build plan were not altered, staff said. Chapman noted that some site work has been completed but that vertical construction has not yet begun. City staff also said the city has already invested time on permits and inspections for the project. The developer representative, Mr. Patel, attended the meeting at staff’s request and was available to answer questions, Chapman said. No other changes to the incentive agreement were discussed or adopted at the meeting. The council did not set any additional conditions during the vote, and staff did not report any new funding or tax incentives associated with the extension.
