RDA moves forward with invasive-plant management and revamp bid schedules for Northfield Point

Fall River Redevelopment Authority staff said the authority held a pre-bid site meeting for an invasive-plant management contract at Northfield Point and that five contractors attended the inspection. Staff said they expect an addendum to the bid documents by the end of the week and that bids are due on Thursday, July 31.
Karen Martin, project manager, told the board the pre-bid attracted “probably 5 legit companies” who inspected the site and that roughly 10 legitimate firms had picked up plans. She said bidders must include an invasive-species management expert on their team and that bid responses may vary on treatment approaches (mechanical removal, chemical treatment, or a combination).
Separately, staff said the revampment work bid package for the site will be advertised the following week with pick-up starting July 31, a pre-bid site meeting scheduled for Aug. 6, and bids due Aug. 21. Staff said they aim to bring bid results to the authority’s Aug. 27 meeting, contingent on bids coming in within budget.
Martin said the authority previously voted to proceed with work subject to bids being within budget and that final decisions will depend on bid pricing and compliance with required qualifications.
Board members asked about differences in treatment methods and whether chemical controls would be allowed; staff said the contract requires an invasive-species management expert to propose and justify methods and that the authority expects to see a range of approaches in competing bids.
