Fall River RDA issues qualified certificate of completion for Ice Cube building to support bank financing

The Fall River Redevelopment Authority on Wednesday approved a limited, qualified certificate of completion for the Ice Cube building at 615 Innovation Way to allow the property owner to proceed with bank financing while additional environmental and permitting items remain outstanding.

Authority staff said the main building construction is substantially complete but that the certificate is “qualified” because outstanding environmental review requirements remain to be satisfied for a planned addition. Sarah Page, the authority’s executive director, told board members the certificate is “qualified by MEPA requirements and a number of other items” and that staff would revisit remaining items when the developer seeks a completion certificate for the addition.

The board voted to approve the certificate and authorized the chair to sign the document. The approval was presented as a limited action to support the owner’s financing while staff continues to verify outstanding environmental and permitting items.

The authority’s legal counsel prepared the certificate language to clarify the outstanding items. The action does not represent final sign-off on all environmental approvals for the addition; staff said they will review NEPA/MEPA-related obligations and other items when the addition reaches that stage.

The authority’s action is administrative in scope: it enables the developer to satisfy a lender requirement now while preserving the agency’s ability to require compliance on unresolved items later.

Staff said the authority will review outstanding environmental submittals and permits before issuing any subsequent completion certificate for the building’s addition.
