LaGrange Park trustees unanimously approved amendments to the village traffic code on July 22 to regulate low-speed electric bicycles (e-bikes), electric scooters, and similar micro-mobility devices.
Under the changes described by staff and the police chief, electric scooters are permitted on village streets with posted speed limits of 35 mph or less; minimum age for scooters is 18. Sidewalk use by scooters is prohibited, while toy vehicles may be operated on sidewalks by riders 16 or younger. Riders must use a white front light and a red rear reflector for night use, have functioning brakes, and wear helmets. Additional rules prohibit tandem riding, carrying packages that prevent one-handed control, operation while intoxicated, and operation on state highways. Class 1 and 2 e-bikes are allowed on village streets and paths; class 3 e-bikes are restricted to motor-vehicle areas only and carry a minimum age of 16 and a helmet requirement. Manufacturers’ labels listing wattage and class must be displayed where applicable.
During discussion trustees cited safety concerns about children riding at high speeds and urged public education. The police chief said officers will first stop riders and attempt outreach to parents; enforcement options discussed included municipal citations, confiscation, and an administrative tow fee of $250 in appropriate cases. Trustees discussed posting and effective-dates; the chief said the ordinance language was set up to allow immediate effect on passage by an appropriate majority, though staff also noted a 10-day posting requirement for ordinances in some circumstances; staff will follow posting requirements before enforcement initiatives and roll out public-awareness work.
The board approved the ordinance by unanimous roll call.
