The Louisiana Gaming Control Board approved a five-year sports-wagering license for Louisiana Riverboat Gaming Company LLC, which operates Live Casino and Hotel Louisiana in Bossier City, after regulators reported no financial or suitability impediments.
Assistant Attorney General Ben Westra and auditors from the Louisiana State Police Gaming Audit Section presented the licensing review on July 17, 2025. Tammy Hopp of the audit section summarized the financial review and projections, reporting the casino entered a retail sportsbook service agreement with DraftKings (DraftKings Sportsbook) on Dec. 5, 2024; the licensed retail DraftKings sportsbook and the landside casino opened on Feb. 13, 2025. Hopp said audit’s assessment of five-year projections indicated Live’s sportsbook operation "possesses the financial ability to maintain its retail sports wagering operations," and that no audit issues precluded licensing.
Criminal Investigator Rodney Perkins outlined background and suitability checks; the investigation encompassed affiliated entities, officers, directors, key individuals and persons with 5% or more economic interest. Perkins reported inquiries to federal, state and local law enforcement, civil jurisdictions, gaming regulatory agencies and the Louisiana Department of Revenue and said no information was found that would preclude approval.
John Shazer, general manager of Live Casino and Hotel Louisiana, addressed the board and said the property opened Feb. 13 and represents nearly $300 million in investment that created approximately 800 direct and indirect jobs. Board members praised the investment during the meeting. The board adopted a resolution approving a five-year sports-wagering license with an effective date of Feb. 13, 2025; the motion to approve was moved by Mr. Jackson and seconded by Mr. Poole and carried by roll call.
