Assistant Attorney General Shanna Sizemore and investigator Glenn Verrett presented the Rose Casino 2 truck-stop license application to the board on July 17, 2025. The applicant, Rose Casino 2 LLC, applied for a Type 5 video draw poker license for a truck-stop facility located in St. John the Baptist Parish.
Investigator Glenn Verrett told the board he conducted an on-site inspection and updated suitability investigations for associated persons. He reported no information that would preclude the issuance of the license. Verrett said the establishment met all criteria in video gaming law as a qualified truck-stop facility: required licenses and permits were posted and valid at inspection, and the property consists of 9.226 contiguous acres. Because the applicant submitted the application within 36 months of the prior licensed truck stop at the location (previously operated by Pilot Travel Center No. 82), the application was not subject to the one-mile distance rule from protected uses.
Board members asked no questions and voted to approve the original application; Miss Lewis moved and Miss Traylor seconded. The application was approved by vote with no recorded opposition.
The board record lists the applicant’s members (Glenn D. Smith, Gary L. Smith Sr., David Paul Robicheaux, and Shirley C. Meeh) and notes that the Rose Casino LLC is the sole member of the applicant and also a Type 6 licensee that will operate devices at the truck-stop facility. Investigator Verrett concluded no suitability issues were found for the named individuals.
