The City of White House City Council on July 22 authorized the city manager to execute an agreement with HAF to design and manage construction of Blackhawk Creek improvements near the Rosebrook subdivision, including relocation of roughly 1,520 linear feet of wastewater main and upsizing and realignment of stormwater infrastructure.

Staff described a recent erosion event revealed an exposed 6-inch sewer main in a drainage area and recommended a rapid engineering and construction solution. The project will realign the wastewater main out of the drainage area, address culvert alignment problems, and upgrade stormwater infrastructure to reduce erosion and protect utilities. Staff said funding will come from the remaining balance of stormwater certificates of obligation issued in 2018.

HAF was present to answer questions. Staff clarified the council’s authorization covers design and construction management services; subsequent construction contracts would be brought forward for approval. Council approved the authorization by voice vote.

Staff noted that once corrected the relocated line will no longer flow under the drainage culvert and that similar issues exist in other neighborhoods, which may be prioritized later.
