The Village of Ropon Beach Local Planning Agency on July 22, 2025, voted 5-0 to approve ordinance 10 57, a village-initiated comprehensive plan text amendment (application 20 five-twenty 4 CPA) to create a new future land-use designation called “Mixed Use Social Center (MXS) — less than 40 acres.”
Josue, a village staff member, presented background including a 2021 State Road 7 corridor study conducted with the Treasure Coast Regional Planning Council (TCRPC). Staff said the study produced conceptual redevelopment plans for four sites and recommended changes to the comprehensive plan and zoning code to support future redevelopment opportunities along State Road 7. The ordinance before the Local Planning Agency would add a new MXS category for projects smaller than 40 acres, with recommended densities between 14 and 25 dwelling units per acre and a project-size threshold described in the presentation as between 15 and less than 40 acres.
Staff characterized the amendment as village-initiated (not applicant-driven) and said it is intended to align the comprehensive plan and zoning regulations with the corridor study’s recommendations. The presentation noted the village council previously accepted the State Road 7 corridor study on Feb. 16, 2023. There was no public comment at the LPA hearing. The Local Planning Agency approved the ordinance by motion, recorded as 5-0; staff will transmit the amendment as required to the State Land Planning Agency under Florida Statute 163.3184 for review and the village council will consider the matter following required transmittal procedures.
