Board approves three-year ADA sidewalk contract with Flatland Resources

The Muncie Board of Public Works and Safety voted Jan. 8 to award a three-year, unit-price contract for citywide ADA sidewalk work to Flatland Resources.
Adam Leach, city engineer, said the contract is structured as a unit-price agreement covering individual sidewalk items; the city expects to spend between $150,000 and $300,000 per year under the contract. The contract term is three years with annual renewals, and any annual price adjustments must be approved by the board.
"We anticipate spending somewhere between a 150 to $300,000 a year doing this. This is a 3 year contract with annual renewals," Leach said. He told the board four bidders responded; the apparent low bidder (identified in the packet as DC) requested to withdraw after failing to account for prevailing wage and material costs. The city allowed that withdrawal; the next-lowest responsive bidder was Flatland Resources, whose combined bid for the listed items was $46,541.36.
Board members moved and seconded a motion to award the ADA sidewalk contract to Flatland Resources; the motion carried on a voice vote.
Leach said contract language will include the city’s process for annual adjustments and that the board will have to approve any increases. The board did not discuss a street-by-street schedule in this session; work scheduling and notice to residents will follow contract execution.
