Muncie board OKs noise exemption for Colonial Crest community day

The Muncie Board of Public Works and Safety on June 11 approved a noise exemption for Colonial Crest Apartments to hold a community day with a live band, public-address announcements and a car show.

The exemption was requested by Colonial Crest property manager Tyler Persson and regional manager Laura Sersnager, who told the board the event had about 100 attendees last year and organizers expect “hopefully, close to 200 people” this year. Persson said the event will be held within the Colonial Crest grounds and that there will be no alcohol.

Laura Sersnager said she had spoken with the police chief about the event and that the organizers will not include fireworks. “There is no alcohol,” she said. Persson said the organizers plan to use about “14 to 16 volunteers that will be monitoring everything all day long.”

After brief questions about contingency planning and security, a motion to approve the noise exemption was made and seconded. Board members responded “aye,” and the motion carried.

The board did not specify a formal written security plan during the meeting; the organizers stated only that volunteers would monitor the event and that they had discussed the event with the police chief. No limits on outside attendance were imposed in the discussion; Persson said they hope to welcome attendees from Yorktown and other parts of Muncie.

The approval was recorded verbally during the meeting; the transcript shows the board’s vote as “Aye. Aye. All opposed. Motion carried,” but does not record individual board members’ votes by name.

Organizers said the event’s purpose is to build community and that last year’s day motivated this year’s expanded programming. The board moved on to other business after the vote.
