Muncie City Parks staff and board members discussed several operational issues at Prairie Creek campground, including crowd limits at camp sites during Ron Bonham days, ambulance and police access, bathroom vandalism, a recent water‑quality notice, and options for gated or coded bathroom access.
Tawny (campground manager) told the board she and staff are preparing for large summer events and that they have arranged an off‑road ambulance inside the campground and an ambulance at the beach area “just for additional support” because turnout grew large last year. She said staff will use a clicker to count attendees at the campground and will communicate a campsite‑limit number to campers by the end of the week; she could not give a definitive overall capacity number but referenced a site rule that limits campsite gatherings to about 10 people.
Board members expressed concern about traffic and emergency access if entrances are closed. Tawny and others said police manage traffic and that staff will coordinate with police and fire via walkie‑talkies during events. Carl (parks staff) and board members emphasized the need for clear traffic plans and preferred keeping at least one broad entrance open so emergency equipment can access the campground.
Tawny reported that internet for concession card payments has been installed at the beach and that staff can now accept cards at concessions. She also described vandalism to restrooms and said campers have reported some of the damage; the office keeps call logs and may issue letters and file for removal if rules are repeatedly broken.
The board discussed key‑coded or fob‑access bathrooms to limit non‑campers’ use but noted practical issues: distributing and changing codes, staff capacity to manage the system during peak shifts and weekend visitors. Tawny said the idea is under discussion and will require additional planning; Carl and the vendor Sam (Pro Securities) agreed a site visit would help identify appropriate technical options.
Friends of Prairie Creek reported leadership changes: Charlie Moore is the new president and said he plans more family and kids activities and will work with staff on event planning and Facebook group moderation. The board encouraged coordination between the volunteer group and parks staff.
No formal policy was adopted; staff were directed to return with firm numbers and options for bathroom access, crowd‑count procedures, and traffic plans ahead of the next large events.
