Muncie City Parks Board members heard a presentation on Tuesday about new and proposed camera coverage at Heekin and other park sites and discussed continuing off‑duty police coverage during open hours to respond to recent incidents.
The presentation from Sam of Pro Securities said, “Just yesterday, we got the 2 initial cameras that he can install,” and that the vendor had added a third camera to monitor an Internet connection fixed at the site. Sam said he has a written proposal for “no more than 3 cameras to get full coverage at the 2 week pool” and will email the plan to staff for distribution.
Board members and staff described two security priorities: daytime, on‑site presence to manage fights and crowd incidents, and after‑hours prevention of break‑ins at concession and office buildings. Carl (parks staff) said the current procedure is that “we've got, off duty officers, on‑site during all open hours at this time.” He and others said that on‑site officers are a stopgap while the board and city evaluate longer‑term options.
Members pressed for a budget solution: board members agreed security should be a recurring line item, not an ad‑hoc expense. Carl and other staff committed to preparing updated budget figures and to bring a parks budget review to a future meeting so the board can identify gaps and recommend funding to the administration.
Sam said camera footage access for detectives is part of the rollout; the system installed at Heekin is live and detectives are being connected to the feed. The vendor offered additional options (e.g., playground and parking coverage) that could be tuned to priority areas and phased into future budgets.
Board discussion also noted related maintenance needs at pool facilities and that addressing security without budget planning would be difficult. Members asked staff to return with cost estimates and a clear list of prioritized camera placements before the next budget cycle.
The board did not take a formal vote on procurement or budget adjustments at the meeting.
