The Muncie Board of Public Works and Safety on June 25 approved an authorization for $49,000 to hire USI Consultants to perform the city’s PACER roadway rating, a visual pavement assessment required by Indiana state law.
City Engineer Adam Leach summarized the work before the board: “It is for the sum of $49,000. This is to have them perform our PACER rating, which is a visual assessment of city roadways that's required by Indiana state law to be done on a biannual basis. If we want to continue getting funding, which we do.”
Why it matters: the PACER rating is a condition assessment that supports state and federal funding eligibility and helps prioritize resurfacing and maintenance. Leach said the scope includes 329 centerline miles of roadway and that the contractor will perform a sign inventory “as they go through that process” to support the city’s asset-management model used by Biolytics.
Board members moved and approved the authorization during the meeting; no individual roll-call vote counts were recorded in the meeting transcript. The item was presented as a standard professional services agreement with USI Consultants, described by staff as the city’s long-standing provider and the vendor used by the state’s Biolytics program.
