Board approves Union Missionary Baptist picnic at McCullough Park; waives on-site bleacher fee

The Muncie Parks and Recreation Board approved an August 16 community picnic request from Union Missionary Baptist Church and agreed to waive the fee for on-site bleachers but not for rented tents or stage equipment.
Nikki (staff) presented the request and said the church expects about 300 attendees and will provide security through Legacy Life Security Solutions. "They are expecting about 300 people," Nikki said.
The church applied as a 501(c)(3) and requested full or partial fee waivers for equipment including bleachers, tents and a stage. Board members said their recent practice has been not to waive fees broadly, but they were comfortable waiving the fee for bleachers that are already on site and stationary. The board then voted, by voice, to approve the event and the partial fee waiver.
Earlier in the meeting staff also discussed a follow-up event from a different organizer (noted in the minutes as proceeding well); that event was approved separately. No detailed tally of the vote was recorded in the meeting audio; the board used a voice vote with "aye" responses from those present.
The approval does not constitute a contract for vendors or supplies; the department will invoice or collect fees for any rented tents or stage equipment and continue to enforce permit and security requirements for large gatherings.
