Whiteley Neighborhood Association serves as fiscal agent for Muncie summer program; board praises partnership

Superintendent Carl Millott and board members on July 15 publicly thanked the Whiteley Neighborhood Association after the group agreed to serve as fiscal agent for the Parks and Recreation Department’s summer program.
"I think about all the time is a 110 kids and a 110 families that we get Park Board get chance to to have good reviews about 6 weeks," Millott said, describing the scope of the season and the need for reliable partners.
Ken Hudson, who introduced himself as director of the Whiteley Community Council, said his group acted as fiscal agent and did not run programming. "We don't do any of the programming. We're just the fiscal agent," Hudson told the board, and said the association established an account to simplify transactions and reduce paper processing.
Parks staff and board members said the arrangement helped the department complete summer programming after staffing and operational challenges. Nikki (staff), who presented event and program updates, said the department sent four team leads and 11 youth workers to Prairie Creek to assist with the Ironman event, adding that staff attendance and volunteer support helped operations run smoothly.
Board members and staff described a few program “bumps” — delayed mowing and staff shortages — but praised the neighborhood group's responsiveness and the improved digital banking and transaction processes the association put in place. Millott said staff and board look forward to continuing the partnership and refining processes for future seasons.
No formal board action was required to acknowledge the fiscal-agent arrangement during the meeting; staff said they will continue coordination and report back if additional contractual arrangements or budget actions are needed.
