The Sebastian City Council adopted the 5‑year Community Development Block Grant (CDBG) consolidated plan and the program year 2025–26 annual action plan, which city staff must submit to the U.S. Department of Housing and Urban Development (HUD).
Community Development staff said the consolidated plan is a HUD-required five-year strategic document that sets priorities for affordable housing, community development and homelessness for the planning cycle and informs how annual allocations will be used. Joseph Sheets, consultant from Answer Consulting (part of Accenture), reviewed accomplishments and proposed initiatives. He reported that the city’s 2023–24 accomplishments included rehabilitation of 25 housing units and a sidewalk replacement project on North Central Avenue.
The consultant and staff recommended continuing prioritization of owner-occupied housing rehabilitation targeted to low- and moderate-income (LMI) households, with emphasis on elderly, disabled and veteran households. Staff said HUD formulas allocate an annual amount that fluctuates year to year; the city’s current allocation for the coming program year was stated as $116,000.
Staff said 20% of the annual CDBG allocation is typically reserved for administration to cover program management, environmental reviews and HUD reporting obligations, and reminded the council that HUD’s online IDIS portal requires itemized submission of expenditures. The plan had a 30‑day public comment period that produced no comments.
Council voted to adopt resolution R-25-26, authorizing submission to HUD by the August deadline. Staff advised the final consolidated plan must be uploaded to HUD’s IDIS system by mid‑August to maintain eligibility for CDBG funding.
