The College Place City Council voted on July 22, 2025 to adopt a resolution of support for Walla Walla County Proposition 1, which would add two-tenths of 1 percent to the county sales and use tax to fund emergency communications and facilities operated by Westcom. Esther Click, manager for Westcom, answered council questions about program scope and funding.
"It would take part of our budget. And so some of it would be operational. Some of it would be infrastructure," Click said, describing categories the tax would fund. She told council the RCW that allows this tax specifies how revenue may be used. Click also explained that if the tax is not approved, municipal user fees for dispatch services could increase: "In essence, what we need to remember is that if this does not pass, your user fees are gonna increase substantially."
Council members requested clearer, more specific public materials showing how the sales tax revenue would be allocated, and several suggested visuals for outreach (including Spanish-language materials). Council members also discussed how the county and neighboring Walla Walla city tax rates would change; staff and Click clarified the measure would increase College Place's share by 0.2 percentage points (a 20-cent increase on a $100 purchase).
Council Member [unnamed in transcript] moved to approve the resolution of support (Resolution 25-045); the motion was seconded and passed by voice vote. The council opened the floor for public comment; no one spoke in person or online during the period when the record was open.
