Council and county to issue RFP for opioid settlement funds; selection timeline set for September review

City staff told the council on July 20 that the opioid settlement oversight committee and staff have finalized an RFP and plan to present a final RFP to the council at an upcoming meeting. If the council and county both approve, the RFP will be released to accept proposals through Sept. 3 and the oversight committee will meet Sept. 15 to review applications.
Staff stated the city has approximately $1,250,000 in opioid-settlement funds on hand and the county roughly $1,340,000, giving a combined funding pool in the neighborhood of $2.6 million. The RFP is broad and will accept proposals for prevention, treatment, harm reduction and related approaches; applicants may propose phased or multi-year spending rather than a single-year disbursement.
Staff also said additional settlement funds could arrive from multi-company settlements (e.g., Purdue Pharma and other universal settlements) and that the committee will consider cash-on-hand in awarding funds. Staff emphasized flexibility in award structure and said the RFP will allow applicants to propose multi-year spending if desired.
Staff said they will bring the RFP for council approval in the next meeting cycle and will release it promptly if approved so the review timeline can proceed.
