The Waukee City Council approved a site plan for Waukee Town Center Phase 2, a 12.3-acre commercial development at 1050 East Laurel Street that will include four multi-tenant retail buildings, shared parking, public amenities and a proposed amphitheater. Staff recommended approval and the council voted to approve the resolution.
Staff member Melissa told the council the site is zoned C-1 (community and highway service commercial district) with a plan development overlay and that utilities and parking had previously been approved only for site infrastructure. "This site plan includes a complete site plan including all the site utilities, parking areas, site amenities, and then several of the buildings," Melissa said. She described four buildings sized at approximately 23,000, 15,000, 54,000 and 18,000 square feet, heights generally around 26 feet with one building at about 31 feet, and materials including brick, composite cladding panels, concrete masonry unit, metal panels, fiber cement siding, EIFS and glazing.
Planned site amenities shown on the submitted plan include a water feature, a skating rink or multiuse space, a playground area, a fire pit and several seating areas; an amphitheater is shown along the pond on the west side of the site. Melissa said the amphitheater details would be coordinated with the city parks department and that one future building on the plan will require a separate site-plan approval when proposed. Melissa also said tenants are currently unknown. Staff recommended approval of the site plan, noting landscaping, parking and stormwater detention (to be provided within an existing city-owned pond) meet requirements.
The council voted yes on the motion to approve the site plan. Staff indicated private utilities will serve the site and that trash enclosures will be constructed of concrete masonry unit and located behind buildings. The council did not identify specific tenants; further site-plan approvals will be required for any future buildings not included in this submission.
