Council authorizes master plan contract for Indian Creek Park, using Program Open Space funding

The Greenbelt City Council authorized the negotiated purchase of professional design and community engagement services to develop a master plan for the Indian Creek Park area, council members said, approving a contract not to exceed $32,600 that includes an additional allowance of up to $7,000 for engineering support.
Director of Planning and Community Development Terri Ruby summarized the proposal and said the contract builds on prior public outreach and the Neighborhood Design Center’s visioning work for recreation amenities at Greenbelt West. The Indian Creek area is along Branchville Road between the Greenbelt Station development and adjacent industrial property, staff said.
The scope includes eight tasks: research and analysis, schematic design bubble diagrams, a public workshop, development of concept alternatives, a stakeholder work session, a preferred master plan, a council work session and a final master plan document. Staff said Program Open Space funding has been approved for the project but a defined scope is required to move forward with Board of Public Works review.
Councilmember Weaver introduced the resolution on second reading. After members asked about outreach to neighboring communities, including Franklin Park and Greenbelt Station, Ms. Ruby confirmed the consultant will hold an early public workshop and staff will invite surrounding neighborhoods.
The resolution passed on a roll call vote with all members present voting yes. Staff said the consultant can begin work upon contract award and a project schedule will be developed and shared with council.
