Director details street program, wheel‑tax revenue and ongoing construction work

In the director’s report at the Board of Public Works meeting on July 4, staff outlined the city’s street reconstruction program, its public web resources, recent grant successes and current construction schedules.
Staff said the city website’s street‑planning page has been updated with a map and a listing of reconstruction segments completed since February 2011; the presenter said 37 road segments have been reconstructed in the past 13 years. The director said the North Water Street and the north side of Pearl Street reconstruction that finished last year has a preliminary cost of about $3,200,000 while final invoices are still being received.
On funding, staff said wheel‑tax receipts since February 2017 have totaled nearly $1 million and that those funds have gone to street reconstruction projects. Staff also summarized recent grant awards and applications: a roughly $2,900,000 STP grant, a $2,100,000 LRIP grant for Oshkosh Street (in progress), and a $1,100,000 STP local grant for House Road/Alcan Road; together staff said recent grants have covered about $6.8 million in road improvements.
Construction updates included that curb and gutter work for phase 1 of Oshkosh Street finished the same day and contractors were preparing to fine‑grade and pave binders with a likely short shutdown of Wolf River Avenue later in the week. PTS crews continue installing the sanitary main; work on Alcan Road is scheduled to begin July 14, and staff projected completion of current paving work around the week of Aug. 11.
Staff also said the city’s RFP for citywide garbage collection will be advertised in the paper in July with proposals opening July 28 and results reported to the Board of Public Works in August.
Board members and staff referenced the Green Dot sidewalk program and a street‑maintenance patch program that will be bid; staff said doing some rough grading and spot curb work in house may reduce overall patching costs. The director thanked long‑serving plant operator Ben for 25 years of service and noted Luke Hammonds’ 10‑year milestone as street superintendent.
No formal board action was taken on these informational items; staff will return with procurement results and final project invoices when available.
