Board backs recommendation to apply for STP Urban grant for Pearl Street

At the July 4 meeting, the Board of Public Works voted to recommend that the City Council submit an STP Urban grant application for Pearl Street reconstruction.
Staff noted the city has applied for this grant three times previously and that state application forms recently changed; the administrative cost to prepare the re‑application was estimated at under $3,000 and the operational budget contains those funds.
The presenter said the State Department of Transportation gives weight in scoring to roadway condition and project scope. He also noted Waupaca County recently received an STP Urban grant for a different road and that grant awards are competitive; there is no guarantee New London will be selected. The board discussed limiting the grant‑funded segment to the portion that qualifies for the urban program — from North Water Street to Beacon — and the possibility, if awarded, of extending improvements further south.
A motion by Mr. Ritchie, seconded by Mr. Dorsey, to recommend the City Council apply for the STP Urban grant carried by voice vote.
Staff will proceed with the application and return updates on award status if and when the state notifies the city.
