After recessing to executive session under the Texas Government Code (Chapter 551) to discuss economic development negotiations, the Town of Trophy Club Economic Development Corporation reconvened in open session and approved a Thrive Business Grant award to Jolly Orthodontics.
A board member moved to approve the grant in the amount of $5,775.04 and to authorize the town manager and the economic development president to negotiate and execute performance agreements with the applicant and to recommend the approvals to the Town Council. Another board member seconded. The chair called the question and the motion passed unanimously.
The executive session was announced under the meeting minutes as being held pursuant to “the Texas Government Code annotated Chapter 551, Texas Open Meetings Act” and specifically referenced Section 551.07 for deliberation regarding economic development negotiations and to discuss Thrive Business Grant applications. The EDC adjourned into executive session at 6:45 p.m., then reconvened to vote on the grant award in general session.
Board action authorized the town manager to negotiate and the EDC president and town manager to execute performance agreements with each approved applicant and to recommend the agreements to Town Council for final ratification. The board recorded the motion as passed unanimously.
The reconvened meeting record also contains an ambiguous line stating, “The additional, applicants have been asked for additional $7.42,” which appears to refer to a follow-up with other applicants; the exact meaning or context was not clarified on the record.
